China to back infrastructure projects

Kathmandu, March 23 – China today called Nepal’s new constitution a ‘historic progress’ in its political transition and encouraged Nepal to utilise the opportunity to cement stability and achieve economic progress.

China stated this in a 15-point joint statement issued today before Prime Minister KP Sharma Oli left Beijing for Xi’an of Shanxi province, from where he would head to Hainan to attend the Boao Forum for Asia Annual Conference on Thursday.

During the visit, Nepali side reiterated one China policy and underscored it won’t allow any forces to use Nepali territory for any anti-China or separatist activities, according to the communiqué.

Chinese side said it firmly supported and respected Nepal’s ‘choice of social system and development path”, and efforts towards upholding its sovereignty, independence, territorial integrity, national unity and stability.

The two sides agreed on a number of far-sighted development and infrastructure projects that include constructing cross-border railways to transmission lines.

“Both sides exchanged views on facilitating Chinese investment in key areas, including infrastructure, by encouraging Chinese investment in Nepal.”

They are ready to start a joint feasibility study on China-Nepal Free Trade Agreement and conclude the study at an early date and direct competent authorities to immediately start negotiation to develop a protocol towards implementing the Agreement on Transit Transport.

Former ambassador of Nepal to China Tanka Karki told The Himalayan Times, “These agreements and understanding could reverse Nepal’s stagnation and lead to development and economic progress.”

China assured Nepal of utilising its previously pledged RMB 3 billion post-earthquake grant assistance on 25 key projects in areas covering infrastructure development, recovery of people’s livelihood in quake-stricken areas as well as repair of cultural and historic sites in Nepal.

The northern neighbour would also provide over 32,000 sets of household solar-power system and carry out Rain Water Harvesting Project in Nepal.

According to the statement, the two sides also agreed to conclude a commercial deal on the supply of petroleum products from China to Nepal.

In this context, they encouraged companies to speed up negotiations and concerned agencies to study providing supporting policies on issues of pricing, taxation, transportation, quality control and customs and frontier formalities.

China also agreed to build oil storage facilities for Nepal, and send experts to carry out feasibility study on oil and gas resources research in Nepal.

The two countries also decided to establish a dialogue mechanism on energy cooperation.
